SECTION 00 11 19 REQUEST FOR COMPETITVE SEALED PROPOSALS The City of Cumming, Georgia (Owner) is soliciting PROPOSALS for the construction of the following project: PWPF GENERATOR AND SWITCHGEAR PROJECT This project shall include providing and installing generators and switchgear at the Cumming Potable Water Production Facility (PWPF). The project shall include furnishing all materials, labor, equipment, and any appurtenances as necessary for completion of the work described within these plans and specifications. SEALED PROPOSALS will be accepted until 11:00 a.m. local time on Friday, August 7, 2026, by the City of Cumming - Utilities Department at Cumming City Hall, 100 Main Street, 4th Floor, Suite 401, Cumming, GA 30040. The Proposals received will be announced in the 4th floor conference room. Submit Proposals to the Utilities Department Receptionist located on the 4th floor, Suite 401. Any Proposal received after 11:00 am will be returned unopened. Proposals must be submitted in a sealed, non-transparent envelope and clearly marked on the outside with the words "PWPF GENERATOR AND SWITCHGEAR PROJECT" along with Proposer's name, address, phone number and contact person. Proposal Documents: All Proposal Documents are available electronically for download at View Current Projects Open for Proposal/RFP - Cumming Utilities. PLEASE NOTE: Upon payment of $25.00 (non-refundable), the Contractor will be added to the Plan Holders list, and only plan holders are eligible to submit a Proposal for the project. Make checks payable to City of Cumming and mail to Cumming Utilities, 100 Main Street, Suite 401, Cumming, GA 30040. Please include the project name, contact person, phone number, and email address. Hard copies of the Contract Documents will not be available. Proposals will only be accepted from plan holders. Contractor Questions: All questions pertaining to the Project and Proposal Documents must be submitted electronically. Questions must be submitted by 5:00 p.m. on Wednesday, August 5, 2026 All Contractor questions should be made in writing to Christa Hopkins at
chopkins@cummingutilities.com. A satisfactory Proposal Bond (in the amount of 5% of the Proposal), executed by the Proposer, and an acceptable surety company listed in the latest issue of U.S. Treasury Circular 570, will accompany each PROPOSAL. In lieu of a Proposal Bond, the City will accept a cashier's check, certified check, or cash deposit in an amount equal to at least 5% of the total contract amount. The Owner reserves the right to reject any or all Proposals or to waive any informality in the Proposal, to evaluate Proposals, and to accept any Proposal, which in his opinion, may be for his best interest. The successful Proposer for this Contract will be required to furnish a satisfactory Performance Bond, with a corporate surety approved by the OWNER and listed in the latest issue of U.S. Treasury Circular 570, each in the amount of 100% of the Proposal. An Irrevocable Letter of Credit from a local, Forsyth County bank is acceptable in lieu of Performance Bond. Contractor Qualifications: All Proposers MUST complete the Qualifications of Proposer (Section 00470) in order to be evaluated for award of Contract. See Qualifications of Proposer for additional requirements. The proposer's qualifications Section 00470 and any attachments must be submitted in an envelope separate to the proposing documents. The envelope must include the Contractor's name and "Proposer Qualifications." The remaining proposal documents shall be provided as instructed elsewhere in the specifications. Reservation of Rights: Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Proposer if Owner believes that it would not be in the best interest of the Project to make an award to that Proposer, whether because the Proposal is not responsive or the Proposer is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. 161512 7/15, 29
