EAGLE CREEK WATER MAIN REPLACE
REQUEST FOR COMPETITIVE SEALED PROPOSALS The City of Cumming, Georgia (Owner) is soliciting Competitive Sealed Proposals (Bids) for the construction of the following project: CITY OF CUMMING - EAGLE CREEK WATER MAIN REPLACEMENT The Project includes the following Work: Georgia Environmental Finance Authority (GEFA) funded water main replacement project consisting of approximately 13,700 linear feet of new 8" ductile iron water main, associated valves and fittings for connections to existing system, water service/meter reconnections and replacements, surface restoration, traffic control, erosion/sediment control measures, labor and materials necessary to install the authorized work. SEALED BIDS will be accepted until 3:00 p.m. local time on 10/22/2025, at Cumming City Hall, located at 100 Main Street Cumming, GA 30040, then publicly announced. Bids must be submitted in a sealed, non-transparent envelope and clearly marked on the outside with the words, "City of Cumming - Eagle Creek Water Main Replacement", along with Bidder's name, address, phone number and contact person. All required federal, state, and local permits as well as required easements or rights of way for the project will be obtained prior to Construction. All projects funded by GEFA are subject to all GEFA requirements, including Davis Bacon wage rules. GEFA requirements can be found in the Section 008000 - Supplementary Conditions of the project specifications. Bidders should make positive efforts to use small and minority owned businesses. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with Act. O.C.G.A. 43-14. Failure to provide the bidder's Georgia Utility Contractor's License Number on the outside of the sealed proposal will result in rejection of the bid. Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4. Bidders must comply with the President's Executive Order No. 11246, as amended, prohibiting discrimination in employment regarding race, creed, color, sex, or national origin; Title VI of the Civil Rights Acts of 1964; and the Davis-Bacon Act. Bid Documents: A PDF version of the Project Bidding Documents and Specifications will be made available for download upon request and payment to the City of Cumming. Upon payment of $25.00 (non-refundable), the Contractor will be added to the Plan Holders list and receive periodic notifications, addenda and other information relevant to submitting a Bid for the Project. Checks shall be made payable to the City of Cumming, Georgia and mailed to Kimley-Horn at 5170 Peachtree Road, Building 100, Suite 200, Chamblee, GA 30341. Please include the company name, contact person, phone number, email address, and MBE/WBE status. Hard copies of the Contract Documents will not be available. Contractor Questions: All questions pertaining to the Project and Bid Documents must be submitted electronically. Questions must be submitted by 10/08/2025 at 5 PM. All Contractor questions should be made in writing to Alex Niebieski at alex.niebieski@kimley-horn.com. A satisfactory Bid Bond (in the amount of 5% of the Bid), executed by the Bidder, and an acceptable surety company listed in the latest issue of U.S. Treasury Circular 570, will accompany each BID. In lieu of a Bid Bond, the City will accept a cashier's check, certified check, or cash deposit in an amount equal to at least 5% of the total contract amount. The Owner reserves the right to reject any or all Bids or to waive any informality in the bidding, to evaluate Bids, and to accept any Bid, which in his opinion, may be for his best interest. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and a Labor and Material Payment Bond, with a corporate surety approved by the OWNER and listed in the latest issue of U.S. Treasury Circular 570, each in the amount of 100% of the Bid. An Irrevocable Letter of Credit from a local, Forsyth County bank is acceptable in lieu of Performance Bond and Labor and Material Payment Bond. Instructions to Bidders: The qualifications statement in the bidding documents must be completed and submitted with the bid package. Bids will be evaluated on the bidder's responses to the requirements of this RFP. Interviews with bidders are not anticipated but may be held at the option of the evaluation committee. The owner reserves the right to obtain clarification or additional information with any firm regarding their bid. Discussions, negotiations, and revisions maybe permitted after submission of proposals and prior to award for the purpose of obtaining best and final offers. The Owner reserves the right to select a responsive, responsible firm on basis of best value that is most advantageous to the Owner. The following table provides more specific definitions for the weighted criteria that will be evaluated based on the information provided in the Qualifications Statement submitted with the bid. The other bidders will receive a percentage of the allowable points accordingly. 80 Bidder Qualifications (20%) The Bidder with the highest qualifications will receive the maximum allowable points.
